What it means

The engine computer (ECU) detected higher than expected voltage on the cooling fan 2 control circuit, such as voltage present when the circuit should be off. This usually comes from an open relay coil or circuit, or a control wire shorted to a voltage source, so the second fan or higher speed may not work.
