What it means

The engine computer (ECU) detected higher than expected voltage on the cooling fan 1 control circuit, such as voltage present when the circuit should be off. This usually comes from an open relay coil or circuit, or a control wire shorted to a voltage source.

Fan not running, so the engine gets hot at idle.
Weak A/C cooling in traffic.
Fan running on after the engine is switched off in some cases.
Check engine light on.

How to diagnose5

Watch engine temperature and fan operation at idle and with the A/C on.
Swap in an identical known-good fan relay to test.
Measure the relay coil resistance and compare it with the specification.
Measure voltage on the control circuit with the fan commanded off and on with the scan tool.
Check wiring continuity between the computer and the relay and its isolation from voltage sources.

Replace the fan relay if its coil is open.
Repair the broken wire or the wire shorted to voltage.
Clean and tighten corroded connectors.
Replace the fan control module if proven faulty.
Clear the codes and confirm the fan runs when needed and the code does not return.

How can an open circuit cause a high reading?

On many designs the computer sees supply voltage on the control terminal when it is not switching the relay, so an open relay coil or wire changes that reading and the computer logs unexpected voltage.
