What it means

The engine computer has detected that vapor flow from the charcoal canister to the engine does not match what it expects when the purge valve is commanded. It judges this from changes in tank pressure or fuel trim when the valve opens, and the cause is usually the valve or its hoses.

Command the purge valve with a scan tool and watch tank pressure or fuel trim change.
Remove the valve and check that it blocks air when closed and passes air when energized.
Inspect the purge hoses for cracks or blockage.
Inspect the charcoal canister and check the hoses for charcoal granules.
Check the tank pressure sensor reading with the fuel cap removed.
