What it means

This code appears on Panasonic inverter split air conditioners and is read with the CHECK button. It means the board told the indoor fan motor to run but did not receive a proper rotation signal back, so it treats the fan as stopped or locked. The unit shuts down to protect the motor and to keep the indoor coil from freezing, and the same number can mean a different fault on other brands.

Switch off at the breaker first, then look into the air outlet with a torch for dirt or a foreign object.
With power off, turn the fan gently with a plastic stick; it should spin freely and quietly.
The technician checks the motor connector and wires at the board.
The technician measures the motor supply and rotation signal and compares them with the manufacturer specification.
The technician decides whether the motor or the board is at fault before replacing anything.

Have the cross-flow fan and indoor coil fully cleaned by a technician.
Replace the fan motor if its bearings are worn or it has failed.

Why does the whole unit stop, not just the fan?

Running the compressor with no airflow over the indoor coil freezes it and can send liquid refrigerant back to the compressor, so the unit shuts everything down.
