This code appears on Daikin split, ducted and cassette air conditioners and means the board has detected that the outdoor fan motor is locked, not reaching the required speed, or sending an abnormal signal. The unit stops because running the compressor without cooling the condenser raises pressure and temperature quickly. The same code can mean something else on other brands.

Look at the fan and remove any visible obstruction, never reaching in while powered.
A technician turns the fan by hand with the power off to check it spins freely.
The technician checks the motor connector and tests the motor and its rotation signal per the Daikin service manual.
If the motor is good, the fan output on the board is checked after discharging it.
